10 Jun 16 - BRIGADIER GENERAL Anthony Phillips-Spencer was yesterday named as this country’s Ambassador to the United States by the Ministry of Foreign and Caricom Affairs. The ministry also announced the appointment of Dr Paul Byam as ambassador- designate to Venezuela. Instruments of appointment were handed out on Wednesday in a closed ceremony conducted by the ministry at its offices at the International Financial Centre, Wrightson Road, Port-of-Spain.
